Factor out the DLLPUBLIC dance from bitmapdevice.hxx to a separate
headers as is the normal convention.

Decorate the new debugDump() with BASEBMP_DLLPUBLIC in the header.
Otherwise the definition (which uses SAL_DLLPUBLIC_EXPORT) doesn't
match the declaration.
